How VOAC works
Four steps, run as one loop, repeatedly. Nothing about the mechanism is a mystery, and each step has rules we publish.

A story is gathered
A member records a story from a community that does not usually get covered — in the subject's own voice and language, with their recorded consent, and a copy of everything given back to them.
The problem is named
Every story carries the problem it surfaced — named by the people living it, not by us. Before anything is recorded, the community is told what we can and cannot promise.
A member responds
The problem is routed to a member with the relevant skill. We take a problem on only when the triage rule is met: direct expertise, movement possible within ninety days, and someone local co-owning it. If nobody has claimed it, the page says so.
The outcome is published
What changed, verified by a named person with a stated method — published whether it is full, partial or failed, and linked permanently back to the story that started it.
That is the whole model. Agriculture (“Operation Sow a Seed”) and mentorship are the first two responses this loop produced; any future programme arrives the same way.
